The Large Commercial Program is an energy efficiency program that offers financial incentives for the implementation and verification of natural gas-saving technologies. The program supports a comprehensive list of upgrades and provides technical assistance and financing options.

Eligibility requirements

The LCS program serves large commercial facilities located in the SoCalGas service territory. These customers must be classified as commercial customers have an active SoCalGas account and use at least 50,000 therms annually.

Program participation requirements

Customers participate in the Program by working through a structured process from initial screening through project completion and verification.

  • Projects must result in measurable reductions in natural gas consumption
  • Measures can include equipment, controls, or operational changes
  • Savings are determined through Deemed, Custom, or Normalized Metered Energy Consumption (NMEC) methodologies

Projects are evaluated under one of the following pathways:

Each project is first evaluated for NMEC eligibility. If NMEC is not appropriate, Custom or Deemed methodologies are used.

All projects are subject to documentation review, installation verification, and savings validation prior to final approval.

How to apply

To start an application, follow these steps:

  • Contact the Program team to schedule an initial consultation and confirm eligibility
  • Complete a site assessment to evaluate your facility and identify energy-saving opportunities
  • Work with the Program team to develop your project scope and savings estimates
  • Prepare and submit your application with Program support
  • Receive project review and approval
  • Install approved measures and complete project verification

For complex projects, additional steps may include feasibility studies and development of project-specific measurement and verification plans.

Available rebates

Financial incentives are provided for eligible projects that reduce natural gas use through energy efficiency improvements.

Incentives are determined based on project type, savings methodology, and verified energy savings. All incentives are subject to program requirements, documentation, and approval processes.

Customized rebates

Custom incentives are available for projects that require project-specific analysis.

Custom projects:

  • Use engineering calculations tailored to the project
  • Require project-specific documentation and review
  • Are evaluated using appropriate measurement and verification methods

Savings and incentives are determined based on verified project performance and supporting documentation.

Notice to participants

All projects are subject to Program rules, verification, and quality assurance requirements.

Inspection and review activities may include documentation review, remote verification, and on-site inspection.

If discrepancies are identified, corrective actions may be required prior to approval, and incentive amounts may be adjusted as needed.

Program data, documentation, and reporting are maintained in accordance with program requirements to support verification, compliance, and audit activities.
